DCA Development Advisory, Tribal
Responsibilities
We are seeking a Senior Consultant to join our Energy, Infrastructure and Tribal Services team. Baker Tilly’s Energy, Infrastructure and Tribal Services team serves municipalities, utilities, Tribal Nations, state and local governments. Since 2008, this group has been involved supporting the development and/or funding of over $4 billion of energy and infrastructure projects that are either operating or under construction.
Immerse in the field of Tribal energy and infrastructure, and economic development, learning about the needs and opportunities within Indian Country and deliver resources and unique solutions.
Develop and manage ongoing relationships with federal and state funding agencies parties focused on housing and energy industry.
Assist with compliance and management of grant-funded projects across Tribal sectors related project tracking, reporting, and federal regulations for Federal and State funding.
Monitor project progress, risks, and adherence to terms and conditions, including defining work programs and project plans, procurement process compliance concept designs, timelines and budgets.
Review quotes, purchase orders, contracts, invoices, and timesheets in relation to approved budgets and federal funding cost principles for allowability.
Interface between project management, grant compliance, and Tribal accounting teams to gather and maintain required documentation for grant records and single audits in accordance with 2 CFR 200 and other applicable regulations.
Develop templates, process checklists, and other compliance resources to improve internal systems and improve quality control for client services on federally funded projects.
Collaborate with client and internal leadership to identify roles and responsibilities regarding grant management scoping, obtain client internal controls and policies, and adapt process maps for unique Tribal requirements and system needs.
Participate in team-wide testing and evaluation of GxP lifecycle software, update and maintain grant data in the system, and recommend improvements for client integration, automated function & efficiency, and additional compliance tracking related to Prevailing Wage, community benefits, & other award conditions.
Analyze grant program reporting requirements for IIJA, IRA, and other authorizing legislations, and assist in developing solutions for data gathering considering client needs, data sovereignty for Tribes, and other factors.
Assist with analysis of operational, market and financial feasibility to create models for Tribal businesses and programs.
Complete monthly project reports (including status, progress photos, project monthly cash flow, tailored for executive and board review)
Develop grant applications and assist with proposal writing for Tribal energy and infrastructure projects to meet client needs for project funding.
Provide technical expertise in the development of budgets, project location files, benefit-cost analyses, federal funding forms, project milestones and timelines, and other deliverables for application packages.
Provide support in developing presentations, pitch books, and creating proposals for the team.
Qualifications
Bachelor’s degree in related field such as energy/sustainability, business administration, engineering, finance, public policy or other related field. Master’s degree preferred but not required.
Minimum 3-5 years of consulting, energy project development, or similar experience required.
Technical understanding of energy, sustainability, and decarbonization.
Solid understanding of the energy regulatory and financial markets in the United States.
A strong work ethic and willingness to take on a variety of roles and levels of responsibility in a dynamic and entrepreneurial setting. Must be a self-starter willing to lean into tasks and workstreams and identify approaches and risk to management.
Specific experience with MS Office Suite, specifically Excel, Word, PowerPoint.
Ability to demonstrate commitment to continuous learning to stay current regarding strategies and regulations, display appropriate ethical knowledge and commitment, and exhibit a sense of urgency and commitment to quality and the timely completion of duties.
Excellent interpersonal and communication skills. Strong writing skills are essential.
Ability to travel for client engagements as required - up to 50% during peak times.
